“Water supply to an apartment can be interrupted without…”

“Administrative staff operate in a rigidly bureaucratic fashion. Every interaction resembled dealings with a government ministry—cooperation and flexibility were entirely absent. Water supply to an apartment can be interrupted without notice solely on the grounds that “the system requires it.” The building should be avoided until the present management is replaced. (Negatives: All.)”
